speed camara's two questions

some camara's can take your photo from the front like the mobile units

why is this allowed it is unfair to car and van driver's as motorbikes don't have front number plates so that means they get as way with speeding passed a mobile unit.

1. can you explain how this is allowed ?

2. if motorbike only need back number plates why can cars and vans not be the same?

I can't really give you answers to these questions because they are the result of Government policy and I am not really in a position to explain why those decisions were taken, so long ago.
