Is it illegal to tow a working vehicle by a truck on suspended tow or spec lift i.e a recovery truck

I think I know what you mean...

It would most likely depend on whether or not this combination presented a danger to other road users. Similarly, if the driver found himself in a position where he had to reverse and couldn't, he may inconvenience others, he may be charged with careless driving.

If it was necessary to tow this combination off a motorway or the Forth Road Bridge, then this would be OK. To tow it through the centre of Edinburgh might not be. Each case would have to be looked at individually.
