My friend was stopped because a passenger was not wearing his seat belt, they then asked him to show his documents which he never had on him. He was then fined 60 for not carrying his documents.

That doesn't sound right - he wouldn't have been issued with a fixed penalty for that at the roadside. He may well have received a £60 fine for not having a valid MOT. The law states that you should produce documents when required, but recognising practicalities, provides an exemption in that you can produce them within the following seven days if you are issued with a HORT/1 form.
